According to
<http://gutfeldt.ch/matthias/articles/doctypeswitch/table.html>
the second HTML4 DOCTYPE will trigger IE's quirks mode and according to
css-d [1] IE treats height incorrectly anyway ... perhaps it's a
combination?.
