Shop around and see what your competitors are offering.  Then, do the 
math and see where you can fit in.

If you're charging a premium, make sure you communicate what justifies 
it (e.g. better spam filtering).

This strategy isn't very scalable.  This part should be automated.  
Either they get an auto-generated e-mail when they are approaching 
quota or their mail gets deleted beyond a certain time period/mailbox 
size.

4 megs difference in tiers?  And your limiting attachment size at 2 
megs? eek!
