What OS is he running? If he is just starting out with editing video, doing
it primarily as a hobby - and has Windows XP, I would recommend he just use
Windows Movie Maker to start with (included with WinXP). It does just about
everything that a beginner would need. If the video camera has firewire,
you plug it in and Movie Maker is ready to go. It's that easy. Again,
assuming he has XP and a firewire connection.
Also, it would depend on his technical level and interest in doing it.
There isn't much point of going out and getting a sports car if you are just
going to drive around the block and listen to the radio...
