I may not be able to answer all of your questions, but from some remote
experience:

I just got back from South Africa and the company that we ordered the power
converters said that "I had everything I needed" to use my laptop. Fair
enough... and we'll see. 

I get there and everything, I mean everything is 220V. The adapters they
gave me were only 110V. I had to acquire a three-pronged 220V > 110V
converter and carried that around. 

They also gave me a weird elongated 'T' adapter for the phone. My wife's
family chuckled at this as they had never in their life, seen that before.  

Before you do go, find out what power is supplied to the electrical outlets
in Kosovo, what kind of phone jacks they use, and if possible, have them
send you the power adapters that work for you there; or just ask if they can
keep them until they receive the computers... I feel stupid.
