[thelist] Doctype declaration

Dear freinds,

When starting an html page from Dream-04, the plain page comes with

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
"http://www.w3.org/TR/html4/loose.dtd">

But this Doctype don't allow giving special colors to the Scroll's arrow, track, face, etc.

I know that this CSS efect is not an standart, but you'l recognize this effects is nice and effective concerning desing.

So, please: Can you please give me which kind of Doctype declaration could support the a.m. scroll effect?
