Wordpress. MovableType. Etc.

You're just looking for a content management system. You don't need
anything really complicated, so the above systems would probably work
fine for you. Wordpress (and probably MT) has features which allow for
word-processor-like functions in the textbox of the submission form,
which would allow your submitters to do things other than simple
paragraph formatting (which can be set up to be done automatically).

Or, like you said, you could roll your own and just create a small
database. Considering Wordpress takes about 4.41 seconds to install
and probably 30 minutes to setup for your one-template output, I would
just do that.
