Some kind of streaming stuff will help. flash has inline streaming capability.
We used http://play.ground.gr/index.php?p=19 in a project.

if you have a designer and an action-scripter, you can easily
customize it to suit for your needs.

(note: imho, the player is not very neatly coded, but it works anyway.)

It can stream MP3 files.

It uses an xml file as a playlist. However you can integrate it with a
DB by manipulating the code.
