Since HTML is just plain text, you should probably examine the source of the
outgoing mail, and the source of the mail as it arrives at the other end.
Ensure that the HTML source is fine. Millions of people around the world
manage to converse using HTML without it getting horribly corrupted every
time it's forwarded, so as a general rule, most HTML mail should work in most
modern clients.

Without more specifics about (a) what the HTML is and (b) what you mean by
"garbled", I don't think we're going to be able to progress any further. The
experience of the a large number of users is different to yours, so there
must be something specific about your setup, or the emails in question, or
the interaction of the HTML/email clients that's causing a problem for you.

In any case, I'm not sure what this has to do with web development...
