Here in Czech Rep. the authoring law says that you own the authoring 
rights, they're nontransferable and noncancelable. However the usage 
rights of the product depends on the contract etc. If no contract is 
made, all the deliverables are supposed to be owned by the client, if 
based on contracted / tailored work, so the creation is uniquie or made 
only fot the client (eg. not cms or templates that are intended to be 
used more than once, not just for particular client).
