I change the requirements to non-pixel-perfect... I've been lucky enough 
to always have had worked only with reasonable designers who are willing 
to listen and learn. Even the print designers have agreed to give me a 
couple pixels where I've needed those :-)

IMHO:
Flash: can easily do things not possible (or very difficult) otherwise, 
obviously leaves out users without flash, but if that price is 
considered reasonable for what flash gives, then go for it.
Images-in-table layout: once left that behind can't now come up with any 
reason why I would ever again use that (YMMV!).

By asking them to navigate the site in Photoshop...

To do pix-pref site actually has easier browser requirements, as pretty 
old browsers can show images :-)

One more thought. If you want to get just this project done (so you can 
have a second thought on collaborating with this designer again :-) you 
could present him with two options:
- his way; he gets pixel perfect, you make each page one image with a 
image map - very quick to do (and fortunately quick to forget)
- your way: he gives a couple pixels but gets a real website
