Samantha,

I usually go through their samples of work, trying to spot their strong
and weak points. However although they go well and showcase good
knowledge and skills, the reality is often differnt then their showcase
- when they work in team, time stress or with some layout issues they
cannot drop or simpify, the results may be terrible. On the other hand
unexperienced person could make surprisingly great results, if (s)he is
involved in a good team and influenced by them.

I'd suggest you some testing project or setting a transient period of
testing cooperation.
