Since most handhelds will get an unstyled page, I suggest a 
source-ordered CSS layout with "Skip to Navigation" links and other 
similar helpful links. Your page will look great in CSS-capable 
browsers, while PDA's and older browsers get the unstyled content in a 
logical order. (Provided you do a good job on the CSS and source-ordering.)
