I hesitate to agree on a micro basis, and cannot agree on a macro basis.
The fact is that both media are with few modern exceptions created by
painting tiny little dots near each other in order to create letterforms
grouped together to form letters, words, and ultimately sentences for
people to read. The primary activity of web users is reading.

That most modern printed media has higher resolution and thus greater
accuracy and definition than most screen media I have yet to see
disputed. I don't see how anyone can seriously argue that a given size
in screen media that is in fact physically smaller than some particular
physical size in print media that any particular person requires as a
minimum could be considered anything other than unusable for that
person. Not only is such a comparison valid, but also necessary to
readability and thus accessibility evaluation. See e.g. the next to last
