Yes, it may be a problem. I'd advise you to use flash-only or html-only 
solution.

If it's primarily a form, you can do the elements in CSS as images, you 
don't need to stick to the default browser/system widgets. See 
http://www.badboy.ro/articles/2005-07-23/ - you can then style it to any 
size, look'n'feel, behavior etc. you want.
