You are talking about "content management". Google for "content
mangement system" or "CMS". Also search at sourceforge.net
As Joel pointed out, it is possible to roll your own very simple system.
However it is a slippery slope. If your client wants to change multiple
text areas on multiple pages, you will soon wind up with templates,
content database, and x-injection security considerations. You will be
reinventing the wheel. (Although, properly done, it will be a wheel you
can reuse with additional clients.)
But definitely do a "make or buy" analysis before beginning. (In this
case it would be "make or reuse FOSS".)
