[thelist] Character encoding of forms sent back by browser

How can I verify that data sent back by a browser is in UTF-8 ?

I set all my pages to UTF-8 but I noticed that some data sent by
browsers is incorrect, or not recognized properly after it was stored.
If a user changed their character encoding to ISO-8859 thru the
View->Character Encoding menu item in Firefox, then the info sent back
by them was incorrectly encoded.

Anyone been bitten by this before?
