[thelist] IE7 and the display of the q element

Both Firefox and Opera (I am not on a Mac so I can't speak for Safari)
display quotes around q element text without a stylesheet. Does this
mean that the user stylesheets have generated content for this element?

Normally, the <q> element uses generated content, but IE7 cannot do this
and, per the developers, will not be able to do it.
