This would be my short list:

OS
Red Hat Linux
Novell Suse Linux

CMS
Drupal
Plone
Zope

There are literally hundreds of possible CMS out there but this are solid,
of the three, probably Drupal is good enough, and not that complex.  The
others are more powerful and more complex.

About the OS, if not one of those go for a tried and stable distribution
with a lot of community and company support, both Red Hat and Novell are
doing well in that department.  For a 100% free option perhaps Debian or
CentOS might be worth evaluating.
