It's not a browser setting.  It's a Windows Explorer setting, go to
Tools -> Folder Options... (or Control Panel -> Folder Options) ->
File Types -> XLS -> Advanced.  Uncheck "Browse in same window".

Unfortunately I don't know about doing the same thing for images that
IE natively understands.  It also depends on which Webmail service
you're using, and the response headers they use for attachments.
