Doing this would be a poor business decision. It would be difficult to
justify this extra time to the client, especially if they are seeing
absolutely no change in the design. Even if you convince them in the
value of standards compliance and non-table layouts and everything
else, and they're with you 100%, there's still a psychological impact
of paying $x and seeing absolutely no change in the product.
