I know of a real estate site that has done this successfully.  So far!
 They own many sites which all have some fluff text about real estate
and then each site links back to the main site.

This site has many more incoming links than any of it's local
competitor's sites, but 95% of them are self-generated.

So far Google doesn't seem to be penalizing them, as they are on top
for lots of important keyword phrases.

What I haven't done is to try to determine if all those fake sites are
hosted on the same server or not.  I have read that Google notices
(and doesn't like) if lots of your site's incoming links are coming
from sites that are hosted on the same server.
