Thanks Ben.  Your combination of setting a "min-width" and some
IE-specific hacks seems to be what I was looking for.

It's great to know how this works, but I will continue in the spirit
of your and Jules's comments, and look for a way to make the best of
the current "effect," like turning the amorphous blob that the navbar
becomes as the browser shrinks a bit more palatable.
