The only meaning given to the numbers by the HTML spec is the importance
of the heading. There is no requirement to use heading sequentially.
Therefore it is fine to use H1, H3, H2 if that's how your document
flows. It's reasonable to say that all documents should have a single,
most important, heading marked using H1, but again, that is not required
by the specification.
