Hershel,

It may have something to do with whether the person is accessing the site at
www.domain.com or just domain.com. I know when you are use Flash that is
parsing XML files, if you set the path to the XML file absolutely (for
example at http://www.domain.com/images.xml) IE will block it if you are
visiting the site from http://domain.com/ because it thinks its a different
domain (some kind of ActiveX security thing?). This may be true as well if
the path to the flash file you are embedding is absolute.
