Is there any problem in using mysqldump as a creation db script?

I have a 3.28.* system that i'm using, i have a coworker that's discussing
that mysqldump is so specific related to mysql that it can create problems.

What if mysql changes it's default db type from myISAM to myRubberDuckie?
What if the dump is needed for a different db?

Basically what i'm trying to do is create a db script that will install a
base set of tables(no data) for a system, that, later down the road, the db
system maybe be different .

I think it's trivial to change the script and would rather use mysqldump and
change the file for hour later on.

Any thoughts?
