depends a lot on how many username/password pairs

if it's minimal, a secure directory/folder would work. for lots of users and passwords, a simple database table (or for that matter, text/CSV file) would do the trick; for this scenario, separate directories for each u/p pair can get tedious and confusing very quickly.

also depends some on the level of security desired. less secure is simpler to set up.

ooh; also depends just a wee bit on what technologies you're comfortable with re: database, server side scripting, etc.
