[thelist] dumb css questions for valid XHTML 1.0 Strict

I am working on a site that validates as XHTML 1.0 Strict and I want 
to keep it that way, but I'm having trouble getting two specific 
attributes to work in css:  no border around linked images, and 
external links should open in a new window.  I tried googling it but 
my search is too broad or I'm totally missing the answers right in 
front of me.

Any css help would very appreciated.
