Possibly yes - only from within its own network block or a bunch of
allowed hosts. At least I'd apply a setup like that to any machine
directly exposed to the web. My provider does things exactly this
way. Having a firewall somewhere in between you and 1&1 blocking access
to mySQL's server ports also might be an option. Overally, to be sure
you should ask your 1&1 friendly tech support... ;)
