Yes.  You can run multiple instances of IE, very easily especially if
you haven't got "reuse windows for launching shortcuts" checked - just
click on the desktop shortcut.

However, right-click Open in New Window, shift-click and CTRL+N will
open new windows which will have the same session.  And now tabs too
of course.
