Right.  You can make the edits to the web.config file as it suggests
or run the debugger within Visual Web Developer and let it make the
same change when it prompts you.  Start the debugger by clicking the
green start menu in the toolbar at the top or by hitting F5 (I think;
I'm on my Mac right now, sorry).

I originally assumed it was just a configuration problem you had, but
if there's another error, running the debugger may help you track it
down.
