That's going to happen far too often if you let it - most outfits will
have more opportunities to bid for work than they could ever satisfy
with quality bids. So it's really useful to have a bid/no-bid decision
gate before you get too into it. And another before you actually
submit the bid - "It may make us money, but it'll be a PiTA"
