You might get a similar effect using CSS background images and  
position:fixed.  Add a DIV that moves with the mouse via JavaScript,  
and it could probably be done.  Wouldn't work in IE below v7, but  
should be fine in Firefox etc.

As Kasimir points out, Flash is also an option.
