Hey Bruce,
1. your email needs to be configured before setting up new users (go  
to "Site Setup" => "Mail" and fill in  your smtp info

2. when you log in as admin, go to "site setup" and look at the  
options below "Plone Configuration"
You need to click on "Users and Groups" then click the "add new user"  
button and fill out the fields.

3. The new account will  need to be validated by the new user via the  
link sent to the new user email address

Even though the plone book has been marked as outdated, the concepts  
it covers about how plone works are still worth reading the book
