Nan, depending on how you are building the rest of the site, you might  
consider a CSS and (X)HTML Image map, tends toward easier accessibility  
and lower bandwidth than something like Flash.

If you do a quick Google for 'CSS Image Map', you'll turn up articles from  
'A List Apart' and 'Stu Nicholls' that will give you a great starting  
point.
