I'd like to put a different spin on what others have said.
A CMS is typically a piece of software.
A blog is a type of website that features content in the form of
*posts* that may or may not allow visitors to comment.
A CMS may very easily contain a blogging module, a news module and an
articles module.
The market niche for Wordpress, Movable Type, etc. are in fact,
content management systems. They just focus on features that you
typically find on a blog site.
