[thelist] CVS code management

Hi all,

I'm looking for suggestions on a CVS system.  There's hundreds out there 
and I don't know what from what.

preferences:  free, works on windows servers, supports multiple 
instances (ie, dev, stage, production)

Any suggestions?

Up till now we haven't used CVS at all, and pushing half-done code has 
started to become a problem now that multiple people have their hands in it.
