[thelist] Broken PDF link only on some computers

I have received complaints from two customers that they are unable to
access PDF files on our corporate Web site (www.calwater.com). Both
customers say that when they click a link to any PDF file, they get a
"file not found" message. The links work fine for me and for many other
customers.
I have not been able to get either customer to tell me what browser they
are using. Can anyone suggest a possible reason for this problem?
