yes, possible with a good naming convention.
e.g.
about_us.pre-publish.html
about_us.html
about_us.archived.html

Then the script could only read those matches [^.]*\.html which are the
files ready to appear in navbar.

That's a good idea to read from filesystem. Mabye I just write that
script for her, once and solves her problem in the future projects as well:)
