Yep, incoming hyperlink text matters quite a bit for your SE ranking. 
Lots of webmasters do a campaign like this, asking webmasters in charge 
of incoming hyperlinks to amend the link text to their wording of choice 
(something ladden with juicy keywords).

His request is valid, although I do find the text annoyingly long and 
marketese. If you want to decline, you can always remind him that he's 
still getting the hyperlink, which is better than nothing.
