I'm going to agree with Kevin. If you shut down Apache, and the page still
loads (provided you just aren't viewing it directly), that's a cache issue.

Remember, just reloading won't pass muster, especially in dealing with CSS.
Because of how our beloved browsers work (especially FF, not sure about
Safari/Opera), even refreshing a page won't cause it to get new HTML/CSS.
