Hi Jenni, 

The good news is that there are some really good Open Source CMS systems
out there which have lots of extra modules and great community support
(Wordpress, Drupal, Joomla, Silverstripe...)

As John says though, to do these well (especially with custom themes and
/ or custom functionality) you're really looking at a PHP development
project - specifically using someone who knows the CMS software well.

If you don't have those skills then it may be wise to communicate this
to your client / the boss.
