3,547 visitors visited the site a total of 5,848 times.

Some of those people came back more than once.

If your client is paying for *unique* visitors then they are correct.

If you client is paying for *all* visitors then the SEO person is correct.

I'm sure that your client gained value from *all* visits, not just
*unique* visits. In fact, there may be more value in returning
visitors.
