[Javascript] Frame

Hi, all:

I try to set home page with a navigator frame (top of
the window),
This frame contains a logo (width="117" height="59")
and 5 rollover buttons (about 1/3 height of logo), I
want ROW="60,*",logo and buttons need to be centered.
the logo just shows part of and cut by bottom of the
frame edge,  buttons just right on the edge, I tried
Valign="TOP", it doesn't work. Could anyone help with
this? Please see attached gif.
