[Javascript] OT: difference

Do you know what the difference is between using:
<!--#include virtual=""-->
and:
<!--#include file=""-->

Is the only difference that you can jump directly to the root directory by
starting off with a /? 
	example:  <!--#include virtual="/images/image.gif"-->
In effect making the include relative to the root directory rather than
relative to the file the include is in?
