[Javascript] Load order for .js files & iframes

Hey there, I've got a couple of external .js file that are loaded by a
page.  The first is loaded in the head of the file.  The second is
loaded in the body via a separate file in a hidden iframe.  But it seems
that the one in the iframe is loading before the one in the head.
Anybody have any ideas why this would be happening?  

Everything seems to work when loaded, it just leaves the user with the
notion that something is broken, because the browser says there's issues
(a variable is not defined).
