[steering] backup for move

Backups are done of the site and the database which we should have
access to if there is a data integrity problem.

As for physical hardware, I don't know of a backup plan for that.  I'm
copying this to sysadmin and hopefully Ron or someone will be able to
offer up some ideas.  I don't know how much that we can expect, i.e.,
it is not fair to assume that Ron will be able to dedicate hardware
and resources to install and set up the system for us, especially
since we have no means of paying for that.
