[steering] Redesign

Seeing as we seem to be building a bit of momentum towards a redesign, 
I think it would be A Good Idea to do the following:

1) Have one person co-ordinating it.
2) Start collating requirements, both going back through the old stuff 
(there's lots of good stuff there) and checking with marketing, 
finance, content, sysadmin and theforum for anything not already there.

[btw, other than offering a location for a codevolt and contributing to 
the requirements, I'm not planning on doing any more jumping on 
desdev's gig]
