Not yet, apparently.

asking ns1.everydns, it doesn't know about aa.dallas.tx.us:

  host aa.dallas.tx.us.evolt.org
    Host aa.dallas.tx.us.evolt.org not found: 3(NXDOMAIN)


but tempest does:

  host aa.dallas.tx.us.evolt.org tempest.evolt.org
    aa.dallas.tx.us.evolt.org has address 67.19.100.194

The next hour (on the hour) after DavidU tells EveryDNS to become a 
secondary of tempest, the "slavery" should begin (hopefully, right after 
he backs up the EveryDNS data file! ...just in case :-))

Of course he would not have done that (as it means taking the current 
local production DNS zone(s) data files off-line, unless and until you 
give him the all-clear, the green-light, the go-ahead, the heads-up and 
maybe even a thumbs-up...
