My opinion introduces a third option.

Go with the midrange P4 2.4 $79/mo server and subsidize Jeff.

This should provide plenty of power (2 times over) to serve everything
evolt.org does now from one server and room to do dev/testing for new
w.e.o without interference of existing services.

Subsidize Jeff until new w.e.o. is ready for primetime.

Get a second small server, $49/mo, when the new w.e.o. goes live from
the new server for backup/redundancy/failover.

There would be no second migration to a larger server necessary when the
new w.e.o. goes live, we spend less money, we take some of the burden
off Jeff, and we get backup/redundancy/failover in the end spending no
more than we do before the final setup.
