This would counterbalance any bias in the questions - with truely unbiased questions and a long timeperiod to counteract temporary swings in general public opinion, the mean of results *would* be at zero, and this would be a more useful reference point for snapshots. This would let you do analysis such as: "Not only has Tony Blair swung way to the right in absolute terms, he's also passed the rest of the population on the way" or "Michael Portillo has eased himself into line with general public opinion" or "The Labour leadership represents the views of the British Public, but not of their own party. So within our group, 'radical' is anything > 8.2 ie Seb and greater. Or 'really radical' is 2 std deviations > mean which is greater than anyone has so far recorded.
